Study on the horizontal ecological protection compensation effect at the urban level in the Yellow River Basin

摘要:

生态保护补偿对实现黄河流域生态保护和高质量发展重大国家战略具有重要意义.基于2012一2023年55个城市的面板数据·运用双重差分模型,从绿色经济发展、环境保护、水资源节约集约利用3个方面研究黄河流域城市层面横向生态保护补偿效应.结果表明,该政策具有显著的绿色经济发展效应和环境保护效应,但水资源节约集约利用效应不显著:该政策在绿色经济发展和环境保护方面,对资源型和非资源型城市、不同经济发展水平的城市存在异质性;产业结构调整对绿色经济发展和环境保护均存在显著中介效应,技术创新对环境保护存在显著中介效应,但对绿色经济发展的中介效应不显著.最后,提出继续推进黄河流域城市层面横向生态保护补偿机制建设的建议.

Ecological protection compensation is of great significance for realizing the major national strategy of ecological protection and high-quality development in the Yellow River Basin. Based on the panel data of 55 cities from 2012 to 2023.this paper uses the difference-in-diferences model to study the horizontal ecological protection compensation effect at the urban level in the Yellow River Basin from thre aspects: green economic development, environmental protection, and the conservation and intensive utilization of water resources. The results show that this policy has significant effects on green economic development and environmental protection. but the effects on the conservation and intensive utilization of water resources are not significant, This policy shows heterogeneity in terms of green economic development and environmental protection for resource based and non-resource-based cities, as well as cities at different levels of economic development. Industrial structure adjustment has a significant mediating effect on both green economic development and environmental protection. Technological innovation has a significant mediating effect on environmental protection, but its mediating effect on green economic development is not significant, Finally, suggestions for continung to promote the construction of the horzontal ecological protection compensation mechanism at the urban level in the Yellow River Basin are put forward.
